Bureau of Refugees, Freedmen and Abandoned Lands
Head Quarters Asst. Commissioner State of Va
Richmond, Va. March 25th 1867.

Maj. Genl O.O. Howard
Commissioner

General,
I have the honor to call your attention to the fact that applications for assistance in providing school houses in different parts of the State are rapidly increasing, and have already far outrun the ability of the charitable associations of the North to supply the necessary teachers. Nevertheless a few teachers are pledged to places not yet provided with school houses, and undoubtedly a few more may be secured. In view of the probable changes about to occur in the Political condition of the state, the lateness of the school season, the time requisite to make the necessary repairs on buildings commenced after this date; and the uncertainty of the Supply of Teachers for another year from the Charitable Associations of the North I respectfully ask instructions as to the extent to which these applications for aid shall be entertained, and the probable amount of funds available for that purpose in this state.
