General
In anticipation of the Act of Congress for supplying the destitute which has not yet been approved, I am directed by Gen. Howard to request you to furnish information at once on the following points.

1. How many persons in Va. will need food in April to prevent great suffering?

2. Can corn & bacon (or pork) be purchased within the State, and at what prices?

3. If you need supplies from other markets to what point should they be consigned?
