Dear General,
I visited Alexandria yesterday, and, in in inspecting the ration-department, found a large number of very poor women who have large families of children, & they seem to be in a very helpless condition. After ruminating very much upon the situation I have concluded to try the experiment of an industrial school at that place, and devote $2000.00 to it, out of the clothing-fund; $1,000.00 to be expended in the employment of 5 colored teachers at $10.00 per month (amounting to $600.00) & $400.00 for the superintendent; the other $1000.00 to
