Dear General.
Genl. Howard desires me to say that Mr. H. R. Howlett, late Capt U.S.V. will be glad to serve as an agent of the bureau in Virginia. If you wish to avail yourself of his services and will ask to have him appointed an agent his appointment will be made at once and he will be directed to report to you for duty.
