To whom it may concern:
It gives me great pleasure to certify that Capt. Horace R. Howlett late of the 36th Regt. N.Y. Vols (of which I was colonel.) was a faithful and gallant officer, and is now disabled from wounds received of the battle of Malvern Hill
Subsequently to being disabled, the Captain was on duty with me in the office of A.A.P.U. Gen. for Nov. & Dec. and there, as in the field, was efficient and well-deserving the commendation of his superior-officers.
