Norfolk 15th April 1867 -

Dear Sir,

On Saturday last - the 13th inst. - accompanied by Wm. E. Taylor's son I met Major Remmington by appointment at the Taylor Farm with a view of coming to some definite terms of Rent with the occupants who had been previously notified by the Major of our intended visit and requested to confer with us.  I regret to say that nothing was effected although Major R did all that was possible and judicious to accomplish what we desired.  He will I hope make a full Report of all that passed and give his own impression and conclusions which I am quite sure will be in accordance with my own. - to wit that no arrangement can be made and that a large majority of the occupants have decided to remain and positively refuse to pay Rent or even to acknowledge their obligation to pay and that the very few who profess to be willing, but at the same time declaring their inability to pay, are threatened and put in fear of their lives as they declared, if they entered into any contract with Mr. Taylor.  A decided spirit of resistance to all authority which might be invoked to
