Norfolk, November 23, 1866

The undersigned Dennis Simmons, and Thomas P. Jackson named as Arbitrators in matter pending between W.E. Taylor Esqr & Bureau of Refugees, Freedmen & Abandoned Lands as to amount of allowance as annual Rent of the farm known as Taylor's farm since Sept 10th 1865, to be paid to said W.E. Taylor award as follows

Rent & use of Farm             $1417.50
Wood consumed from Farm since
Sept. 10, 1865                   700.00
Rent of Fishery                  600.00
                               $2717.50

And as deductions therefrom
Wood remaining          $129.00
Stores remaining        $ 15.00
Lumber remaining         256.00  400.00
                               $2317.50

The arbitrators would most respectfully add that it is evident from the disposition of the Freedmen living on the Taylor farm
