In answer to the Commissioners letter of 22d inst., reports that he has personally examined the condition of Mrs Royster and family, and is of the opinion that they are not Refugees, & not entitled to transportation under existing circumstances. Asks if the Commissioner's letter is to be considered a special order in this case
