Dear Sir
I regret to see Dr. Parker and Mr. Shafer connected with the Bureau, as our papers state they are. Dr. Parker has all his life been a Secessionist, and for four years fought to make Human slavery the cornerstone of Confederate or Mob Liberty. 

On the third of April '66, took a part in the deliberations of that day which aught not to instill him to office or place. Mr. Shafer has distinguished himself in brutal and wicked treatment toward Loyal
