It appears from reports now being received, that between twelve and eighteen hundred persons will require relief under Circular No 11, War Dept, Bureau R.F. and A.L.

I would respectfully enquire, whether, under the circular above named, I am at liberty to purchase corn and meat for these persons without advertising for proposals.

Advertising would be of but little use as these articles would have to be purchased in localities where the newspapers in which we are authorized to advertise are little read, and the articles required have a fixed value in the market.
