the Mayor Mr. Conrad complains that Capt Chandler comes into his court and dictates to him what he shall, and what he shall not do; and that he is insolent and abusive 

Says that he has no objection (and as a general thing notifies him when cases are coming up for trial) to his attending court an making such Reports to the Department as he thinks proper, but does object to his dictation in open court.

I examined the Books and Records in the office of Capt Chandler and found them in good order and correctly kept.

The feeling between the Colored and white people has improved very much within the past three months.

The colored people all that as able are at work and receiving fair compensation for their services.

Laborers are very scarce, and the supply is far short of the demand and is likely so to continue.
