General,
I have the honor to enclose herewith, Proposals of Messrs. Green & Allen ($5757.60), Joseph E. Farrar ($5300.00), Jos. Allard ($5183.84) and of Geo. Seaton ($5200.00) for constructing a School House at Alexandria Va., and would respectfully recommend that the proposal of Geo. Seaton be accepted; although the estimate is more than that of Mr. Allard, I consider that it would be of advantage to the Bureau to do so, as Mr. Seaton resides at Alexandria and would be able to give his personal attention to the building. He is a colored man, and is (as stated by Captain S.P. Lee, Sub Asst. Comm'r) very much interested in the welfare of the colored people.
