I have the honor to return herewith enclosed the letter of Herbert A. Wicker in which he requests that the sum of ten dollars ($10) per month be paid to him to assist in defraying the expenses of rent &c &c, incurred in carrying on a school for Freedmen near the county seat.

I earnestly endorse the application of Mr. Wicker. He is one of the few men born in the south who are willing to assist in educating the freedpeople. He has done great good in the section of this county in which he resides.

And is a man whose character is above reproach. The colored people through the county are so poor that they cannot afford to defray the expenses of a school and the sum of ten dollars ($10) per month would be of material assistance to them, and I trust the Major Genl Comdg will order the amount asked for paid to them.
