who by reason of years, or physical or mental infirmity would be unable any wheres to take care of themselves_  it is not designed to include under this heading those who are merely indolent or improvident.

The Estimate of the Value of Property has been made as carefully as possible_  it is not probable that any two persons would agree_ and while to many it may seem too  high, it is in my judgment rather under than over the truth.

Coming into close relations to the people by going from house to house_  it is apparent that quite a change has been wrought in them within a few months; the non issuing of rations excepting to those who would come to the hospital and alms house_ has been to many a most excellent education, while they have suffered very greatly their prejudices have kept them from that institution and rather than go to it have shivered at home, not having provided food and fuel for the winter_  they have frequently expressed a determination to take care of themselves next winter and not get caught "dis way again"_ in short being
