W.424. R.F. & A.L. Va. Vol 2/67
Bureau R.F. & A.L.
Off. A.S.A.C. 3rd. Div. 6th. Sub Dist. Va.
Tappahannock, Essex Co. Va. July 16/67.

Respectfully returned to the Asst. Comr. (thro' Hd. Qrs. 6th Sub. Dist) with the information that the article in print mentioned herein is a falsehood. I found that some of the citizens had told them they must pay their tax before Registering and that I had said so, but I corrected that by riding five days in succession and informing the colored people to the contrary; the Registration is completed, there were Registered 1665 voters of which 1102 were col'd.

The Registering Officers of this County were connected in no way in this falsehood it came from the citizens alone, but I cannot learn who.

The attention of the Asst. Com'r. is invited to the enclosed letter.
