General:
   The undersigned, appointed to determine a just rental for the farm of Joseph Segar near Fortress Monroe Va. from the organization of the Bureau of Refugees, Freedmen and Abandoned Lands, until the 22nd of August 1866, the date of the cessation of the issue of rations to the freedmen occupying said farm, report as follows: viz.
   For rent of farm during one year three months and seven days, three thousand seven hundred sixty-six dollars and seven cents.
