Sir,
   I have the honor to report that, pursuant to endorsement order from your office of 2d ult., every practicable means has been taken to obtain accurate information bearing upon the claim of Mr. [[underlined]] Jos. Segar, [[/underlined]] referred to in papers herewith returned.  It has been found impossible to obtain farther reliable evidence than is contained in the accompanying affidavits of Mess. [[underlined]] Wm. Outten, [[/underlined]] [[underlined]]Robt. Dickson, [[/underlined]] and [[underlined]] Alex. Washington,[[/underlined]] to which your  attention is respectfully invited.
   Mr. Segar states, (verbally) that he expects remuneration for the occupation of his lower farm by freedpeople, and presents affidavit of his Son Mr. [[underlined]] John F. Segar, [[/underlined]] which is herewith submitted, with reference to former testimony on the same subject, referred to this office Oct. 9 1866 and returned
