Bureau of Refugees, Freedmen and Abandoned Lands, Office Chief Quartermaster and Disbursing Officer, State of Virginia, Richmond, Va., July 26th 1867. Brevet Brigadier General O. Brown Assistant Commissioner Richmond, Va. General, I have the honor to enclose for your information a copy of my appointment as Captain in the 44th U.S. Infantry and also a copy of the Certificate of the President of the Board of Examination informing me that I had passed a satisfactory examination. In compliance with instructions contained in my appointment, I have the honor to report that I have returned for duty in the Freedmens Bureau.
