General:
   Referring to your communication of the 23rd inst., relating to citizen employees in your State, the Commissioner directs me to say that he cannot consent to the further employment of medical officers who cannot take the oath.  This is in direct violation of the law, and he has been obliged repeatedly to decline to employ persons of such antecedents.
   He does not object to the manner of payment, but the persons so paid must have taken the oath.
   The explanation in regard to E.L. Erambert is not quite understood.  If he was to be paid, of course he should
