Respectfully forwarded to the Asst. Commissioner, asking the appointment of applicant as Agent in charge of County of Gloucester, since I understand, that he would be willing to assume charge of that County, with Hd. Qrs. at Gloucester C.H.,- the only person I have yet discovered willing to remain in that remote and gloomy region.  It is of the utmost importance to have a good man there.  The county is large, the population remote from usually traveled roads; they know almost nothing of their newly acquired rights and duties, are entirely at the mercy of their
