Mr. Waterman is known by me as an efficient and capable staff officer on the Rio Grande, where his reputation for good habits, character, and capacity was excellent.
   
The Agent of Matthews and Gloucester Counties is a zealous man, and finds his time and energy fully occupied in looking after the interests of Matthew Co.
