The Books required to be Kept in this office are kept in a systematic manor. The Orders, Circulars and Letters of Instructions are kept on file and in good order.

The labors of this officer are arduous, and the extent of Territory to be traversed, so large that he cannot give that he cannot give that prompt attention to all cases which the interests of the Freedman at times demand. As  large as is the Division assigned to him, he is the first Officer that I have found that has completed his registry of Marriages agreeably to orders. He has been
