163. Bureau of Refugees, Freedmen and Abandoned Lands, Head Quarters Assistant Commissioner, State of Virginia. Richmond, Va., August 17th 1867. Maj: Genl. O.O. Howard Commissioner, General, On the 7th May inst, Mr. Edmund M. Webber was appointed an agent of this Bureau at a salary of $125 per month. Mr. Webber was subsequently assigned to duty as Inspector - "Circular Letter" of August 1st 1867, provides for one Inspector for each state at a salary of $150 per month. I have the honor, most respectfully, to request that the appointment of Mr. Webber as agent be revoked, and that he be appointed Inspector at a salary of $150 per month, to date from August 1st 1867.
