Sir: -

Referring to your endorsement of the 14th inst. upon a communication from this office, asking whether Captains R.E. Johnston and G. Mallory 43d U.S. Infantry, and 1st Lieut. W.W. Rodgers 45th. U.S. Infy, could be spared from their duties in your Bureau, stating that you would be glad to retain them if the interests of the service would admit of it.  I have the honor to inform you that the services of these officers being indispensable with their regiments, the General in Chief has directed that the Assistant Commissioners under whom they are serving select officers from the troops serving in their respective
