General:
The Commissioner directs that you proceed with surgeon L. A. Edwards, Chief Medical Officer, to visit all the points in the State of Virginia at which Freedmen's Hospitals are now established, and examine the condition of the same, the class and character of the inmates, whether they are sick, or, from other causes dependent upon the the Government for support.

You will report upon the necessity of maintaining hospitals at any or all of those places, also as to the necessity of continuing Government aid to freedmen and refugees in or out of hospital. 

You will also during your absence, make a general inspection of Bureau affairs of such points as you may
