In pursuance of Special Order No. 99 Head Quarters Asst. Commissioner State of Virginia dated September 10th 1867, I have the honor to submit the following report of my official doings agreeably to said order.
   
I visited Culpepper [[Culpeper]] and Rappahannock Counties and found all matters connected with Bureau Affairs in a very satisfactory condition.  In the absence of Capt McNulty the Asst. Sub. Asst. Commissioner for the above named Counties, I had no opportunity of making an Inspection of the Books and Records kept in the office of that Division.  In the various localities in which I visited
