Major Lacey at Lynchburg be retained their long experience and peculiar fitness for their work make their services extremely valuable.

Captain John O'Droyer V.R.C at Bowling Green is also reported as inattentive to his duties and unsuitable for his position. I am of the opinion that both of these officers should be relieved.
