You are respectfully informed that great difficulty is experienced in the transmission of freight shipped by this Bureau over the Orange and Alexandria R Rd to points beyond Lynchburg, Va. The arrangement heretofore had been for the agent of this road to receive all the bills of lading and to transfer them with the freight to the Virginia and Tennessee R Rd at Lynchburg, and this road in its turn to make a similar transfer to the next in the continuous line, and so on to the point of destination, with the understanding that the consignee would receipt and return the original bills of lading to the agents of the several
