519 Charlottesville Va November 1867 - To his Excellency Andrew Johnson President of the U. States, I cordially write, in recommending that Lieut A.F. Higgs, be continued in his present position as the officer of the Freedmans Bureau. &c, at Charlottesville Virginia;- From what I have seen of his action as an officer, I believe he has endeavored, faithfully & Zealously to discharge his duty to both Whites & Blacks,- I do not think any fault can properly be found with the manner in which he has discharged his official duties, but I learn with regret, that he has incurred the ill will of certain parties here, who are disposed to seek his removal, because of his recommendation to the colored people, to vote for that well tried Union Man, Judge Alex'r Rives - Judge R. was nominated for the Constitutional Convention, by a county convention
