Respectfully returned -

It is suggested that there is no authority for turning over clothing in bulk to associations to enable them to perform the duties devolving upon Officers of this Bureau - Clothing whether pertaining to the Q.M. Dept or this Bureau held by an Officer of this Bureau can be issued by such Officer in the manner prescribed by the Regulations of this Bureau and thus supply the wants of the destitute which the Association within referred to desire to relieve.

Attention is invited to the fact that Capt White D.O. State of Va, has no overcoats on his Bureau Returns, while his Returns of C.C.& G.E.Q.M Dept U.S.A. show that he has 500 overcoats in his hands, -

Capt White's returns of Bureau Property show that he has in hand 710 Blankets in addition to 5 Blankets borne on his Returns of C.C. & G.E.Q.M. Dept U.S.A.

It would therefore appear that should the transfer within suggested be made it would be necessary to purchase some three hundred (300) Blankets -
