    I think that's generally true, Owen, however, I also think the Internal Revenue is anxious for all these trust periods to terminate, in order to realize tax revenues. And there may have been some political influence brought to bear at the White House in this regard. 
Question: There is a question on the distinction between being a ward of the government and a citizen of the government. The Indians themselves weren't allowed to vote, as wards of the government. If an Indian is a ward of the Govern-ment, does that not make him himself exempt from taxes? 
    No, that does not have anything to do with his tax situation except in so far as he is the holder of an allotment. Trust status land.

    The word "ward" is almost meaningless when applied to Indians. The courts have called them wards of the father of government simply as a convenient way of analogizing the status of Indians, which, to be sure, is quite complex and quite cloudy with the existing law that they already have. Guardian and ward exists in our ordinary law. Many of you are parents and are the guardians of your children. Your children are wards. The word "ward" used with the respect to Indians doesn't mean the same thing. You are not the responsibility of the Federal Government in the same way that your child is your responsibility. It doesn't mean that the Federal Government would provide you with houseing, clothing, and food. You know that all too well. Now, on the other hand, so called is not in-
