President Garry called on Elizabeth Peratrovich, as Chairman of the Committee on Joint Work with Arrow, for the report. 

Mrs. Peratrovich reads the Committee's policy statement:

"WHEREAS, the Annual Convention of NCAI has appointed a Committee called Committee on Joint Work With Arrow, Incorporated; and
"WHEREAS, this Committee has discussed and considered [[strikethrough]] that [[/strikethrough]] the various aspects of a relationship between Arrow, Inc., and NCAI; and
"WHEREAS, a sound working relationship between the two organizations is essential for the benefit of the Indians served, the following recommendations are hereby made:
"(1) That a clearcut policy statement be developed of the relationship between the NCAI and Acrow, Inc., and that the first job of Arrow, Inc., and the Committee on Joint Work with Arrow be to develop such a statement at the first opportunity.
"(2) That here be an established channel of communication between NCAI and Arrow and that the Committee on Joint Work With arrow be made a permanent committee of NCAI.
"(3) That the President of NCAI continue to be a member of the Arrow Board.
"(4) That one of the meetings of the Board of Arrow be scheduled to coincide with the NCAI Convention and that an Arrow representative or representatives be present at each NCAI Executive Council meeting. 
"(5) That a statement be developed by the Arrow Board and NCAI of procedures by which projects are to be submitted to the Arrow Board, of who has authority to reject or accept a project, and that procedures be developed for soliciting funds in the name of Arrow. 
"(6) That the Arrow Board give careful consideration to conditions under which grants are accepted, that the continuing communication be maintained
