General:
I have the honor to state that several months ago an association of Freedmen (Lincoln Land Association) purchased a farm in the county of Warwick, held on the land records of this office, as the property of W. H. Curtis. and which has never been restored. 

Upon this land is now a settlement of freedmen. I would respectfully inquire if the provisions of Cir. Letter from the Major General Commissioner dated. Washington. D. C. Nov. 6th 1867. are to be enforced, and this land now in possession and cultivated by those who have bought it, is to be rented out to other freedmen?
