The civil courts cannot be relied upon to render justice irrespective of the color of the parties interested.  I have great confidence in the higher judges, and in many of the county magistrates, and officers, but none in juries.

It is impossible to estimate the amount of injustice - neglect of cases presented - that is prevented by the presence of government officers.

The supply of labor is about equal to the demand, but there is not the money wherewith to pay labor promptly and well.  Capital and mutual confidence are mainly needed to build up the agricultural interest.

Those working on shares seem to have settled their claims better, last fall, than
