General,

In compliance with Cir. No. 5, C.S. I have the honor to report that the several Divisions of this Sub. District have been visited and inspections made by me as required by Cir letter No. 3, dated June 1st, 1866 between the 12th and 20th of Dec.

1st. Division.  Lieut. C. Mc. Dougall, A.S.A. Comr.  Lt Mc. Dougall is capable and efficient.  His manner of conducting business and mode of keeping records are very satisfactory.  The interests of the Freedmen are carefully and faithfully looked after as required by existing Circulars and orders to the satisfaction of all parties except those who are opposed to admitting Colored men as equals before the law.
