It will be perceived that his jurisdiction as Mil. Comr. extends over two populous Counties not included in his Bureau Division thus extending his duties over eight large Counties in all.

The duties required under S.O. No 102 are sufficient to occupy his whole time and attention. The relief from the duties as Mil. Comr. gives the Agents much more time to devote to the legitimate duties of the Bureau and their Divisions would be enlarged without detriment to the interests of the Freedmen and a saving of expense to the Bureau. The duties of the first Division would be performed by Sub. Asst. Comr. I make these suggestions for your consideration not that there is any less necessity for the continuance of the Bureau agency but late orders have rendered it practicable to reduce the expense without destroying its efficiency.
