sustained in matters of this kind, the Freedmen will not only suffer but the authority of the officer himself will be impaired therby. Dr. Mayo has a longer appropriation for the men in his district than that of any other overseer in the county, & if there is any class of freedmen that deserves assistance from the civil authorities it is that class to which this poor old infirm negro belongs. He has apparently but a short time longer to live & it is not necessary that he should go to the poor house as Dr. Mayo asserts. He knows that he has not long to live & can not bear the thought of being separated from his wife by going to the poor house. It was in view of these facts that I directed the doctor to aid him from the inside appropriation which is $250 pr annum. This old Freedman is well known in the county and is represented as being a very worthy old man.
