/1/ In order to ensure greater protection to Freedmen and to secure the cooperation of the Military Commissioners and Officers of the Freedmens Bureau in their behalf. Military Commissioners will require the complaints in all cases where Freedmen are complainants to be forwarded to them by or through the Freedmens Bureau Offices most convenient of access to their stations together with evidence satisfactory to the Commssioner that justice cannot be obtained in the Civil Courts unless the case manifestly appears to be such as to require his immediate action when the Military Commissioners will take primary cognizance there for
