I have the honor to state that I have completed the required quarterly inspection of my Sub district and would report as follows.

The condition of books and papers is the same as at my previous visits.  There is, I think, a tendency to laxity as regards completeness and accuracy of records which I have endeavored to arrest.  Lieut Sherwoods books are more faulty than those of any other officer in the sub-district.  The condition of offices is, on the whole, good; for details I would invite attention to former reports.

Having previously reported at length upon the condition of freedmen, I will not attempt a comprehensive statement, but note a few points which occurred to me in my time.
