the labor market of course feel this depression. The Country, so far my district extends, is in distressing condition; this because the laboring class has not its hands full.

The condition of schools already established is good. Over twelve new schools have been opened in the back counties, and there is need for more. Gloucester needs three, New Kent two. The freed people are doing, on the well in their efforts to erect houses and maintain schools; in some places they have done very finely. Should there be a prospect of more aid from government, a detailed statement of needs of different places, and 
application for funds will be forwarded.

I am required to give an opinion as to the capacity of officers in charge of divisions. In compliance with this, I would invite attention to opinion expressed in previous reports. Capt Rice who has lately reported for duty seems to be an excellent officer.
