I would respectfully recommend the following changes in this sub-dist, viz.  That Lieut. Sherwood be relieved from Bureau duty on the Eastern Shore Va., and that Mr. I.A. Nichols the efficient agent of the American Missionary Association in charge of the schools in that division replace him, thereby devolving upon him (Nichols) duties almost identical with his present work and for which he is well adapted - while Lieut Sherwood entirely unfitted for them.

Mr Nichols served three years in the army, and, in my opinion is competent to manage the affairs of the Bureau in that division.  The interests of justice and order there do not in my opinion require the constant or frequent presence of a U.S. Officer, and, should there be need of military interference, the troops at Fort Carver are near enough to meet such need.  

I would further recommend that unless an addition shall be made to the present duties of Bureau Officers other than enlarging the educational work, the number of them be reduced in this sub district as follows;  The discharge of the Agent at Fort
