Monroe and the assignment of Eliz City and Warwick Counties to the Sub. Asst. Comr; the consolidation of the third fourth and fifth divisions with head quarters at Williamsburg

Capt. Massey intends to resign shortly, so he informed me.  Lieut. Strom is a good officer but Mr. - late Capt. - N.M. Brooks now a resident of New Kent County would, I think, do better, being something of a speaker; and to promote the school work among the freedmen they must be frequently addressed.

Capt Rice, in charge of Matthews and Gloucester Counties, could, as well as not, take charge of two or three more counties.  He is a valuable man and likes to be busy.

The truth is Bureau officers are doing almost nothing; in such a condition of things they cannot respect themselves or their work; neither can the communities in which they reside have any respect for them or for the institution they represent.

I would respectfully urge some arrangement which shall give the Bureau additional
