dignity, and make the expenditure it calls for such as good faith with a tax paying people shall seem to require.

But the change above proposed would occasion much travel and expense.  The compensation of an agent, $100.00 per month, is entirely insufficient to permit him to go on long and frequent trips, putting up, with his horse, at public houses, and, besides, have him enough to care of himself, and family, if he has one.

I believe that, besides horse and equipment, traveling expenses to the sum of $25.00 per month should be allowed.

There is comparatively nothing to do in the office; the work is in the saddle.  The hire of Bureau operations, so far as this sub dist is concerned, should change to a more economical basis:  with work to do and fair compensation for it, a great deal can be accomplished.

But success will depend greatly on the personal interest of officers in their work; without that spirit, - without the right men - the field might as well be quitted.  I
