I am required to give an opinion as to the capacity of officers in charge of divisions. In compliance with this, I would invite attention to opinions expressed in previous reports. Capt.Rice, who has lately reported for duty, seems to be an excellent officer. 

I would respectfully recommend the following changes in the Sub-Dist. viz: That Lieut Sherwood be relieved from Bureau duty on the Eastern Shore, Va., and that Mr. J A Nichols, the efficient Agent of the
