Capt. Massey intends to resign shortly, so he informs me. Lieut. Sloan is a good officer, but Mr. _ late Capt, N. M. Brooks, now a resident of New Kent County, would, I think, do better, being something of a speaker, and to promote the school work among the freedmen, they must be frequently addressed. 

Capt. Rice in charge of Matthews and Gloucester Counties, could, as well as not, take charge of two, or three more counties. He is a valuable man and likes to be busy.

The truth is, Bureau Officers are doing almost nothing; in such a condition of things, they cannot respect themselves, or their work; neither can the Communities in which they reside, have any respect for them, or for the institution they represent.
 
I would respectfully urge some arrangement, which shall give the Bureau, additional dignity, and make the expenditure it calls for, such as good faith with a tax-paying people shall seem to require.
