administration of civil justice in the Courts have been reported. A few cases of injustice of individuals have been reported which have been satisfactorily settled. The able bodied Freedmen are all employed of small wages and are industrious, peaceable and well disposed. But very few are making written contracts with their employers. As required by law No 11. Series 1866, a marriage register is kept and the Law relative to marriage, explained to them and the proper observance of the duties and obligations under that law,  constantly urged upon them as necessary for their welfare and prosperity. 

Division No 2. comprising the Six Counties in the South western part of the State, is in charge of Chas. McDougall A. S. A. C. who is an efficient and capable Officer and discharges his duties satisfactorily. The interests of the Freedmen are faithfully looked after as required by existing Circulars and orders. The Freedmen are all employed and are generally
