application for a Court of Inquiry was based on no other than the statement of said Poole.

I personally examined the witnesses to the payment of said Poole. They were not prepared to swear or assert that full payment had or had not been made by Lieut. Sherwood. Robert Poole was in Baltimore at the time. Therefore I could not cross examine him as I desired to. 

I inquired diligently as to Robert Pooles reliability and general character and became persuaded that his statements are not to be always trusted: he having at one time declared to Mr. Powers Special Agent of the Bureau that he had not received a "d__n cent" of his bounty.
 
I am fully satisfied that Lieut. Sherwood paid to Robert Poole his bounty in full, and that Poole's complaint is unfounded.
