Bureau Refugees, Freedmen and Abandoned Lands,
Office of Chief Quartermaster and Disbursing Officer, District of Virginia,
Richmond, Va., April 13th, 1868.

S.C. Armstrong
Sub. Asst. Comr. 5th. Sub. Dist.

Sir,
Information has been received at these Head Quarters that two orphan colored children named Lucy and Nace Dixon, have recently returned to Dr. Wm. Martin their former master, residing about three miles from Williamsburg, for protection, alledging they have been ill treated by the persons claiming them. A colored woman of this City (Ada Morton), who it is said is their sister, and if so the nearest living relative, desires that these children be allowed to remain
in possession of Dr. Martin, as will be seen by the enclosed note from her.

The Bvt. Brig. Genl Asst. Comr, directs that you investigate this case and make a report of it to these Head Quarters.

Very respectfully
Your obt. Servant
Will A. Coulter
Bvt. Capt. U.S.A.
