In compliance with circular No 1 [[?]] of 1868 from Hd Qrs Asst Comr Dist of Richmond Va- February 21, 1868 - I have the honor to report that I have informed the freedmen of this Division that I will be at the Court House of Accomac County on the Last Monday in such month and at the Court House of Northampton County on the second Monday in such Month, G informing the Leading Freedmen and requesting them to inform all.
