General:
I have the honor to state that, in my opinion, the office of Asst. Sub. Assistant Commissioner of the Counties of Elizabeth City and Warwick is a sinecure, and that neither the interests of the freedmen, or of the Bureau require its continuance, and therefore recommend that it be discontinued, and that the duties of said Office be assigned to the Sub-Assistant Commissioner of this Sub-District.
